If Congress really wants to have DOJ turn over the remaining 3,000,000 Epstein documents, it has the leverage:

1. No confirmation hearing of Todd Blanche until full compliance with the Epstein Transparency Act

2. No funding of an immigration bill

Remember, neither Trump nor anyone else has sworn or even said that Trump’s name is not in the remaining undisclosed Epstein documents.
