That plan governs camping, grazing, road access, mineral extraction, and protection of cultural sites across one of the largest national monuments in the country.

Kill the plan and the monument becomes a legal shell. A name on a map with no rules guiding what happens on the ground.

Legal experts warn the precedent could allow Congress to destroy national monuments across the country.
