It's not only people of colour. It's anyone who says something bad about Trump. Tourists with visas have been stopped at the border since their phones had something derogatory on Trump and his politics. Some were just sent back, but some were detained. Canada and many countries in Europe has raised travel warnings for the US. Similar warnings as for Iran, North Korea, Russia, and other countries.

I.e. no tourists to USA.
