A couple of thoughts on why physical mail like this can still feel just as spammy as regular digital emails and why it might have a pretty low scan rate.

It’s basically almost free to set up a UK LTD, and you don’t even need a physical office. You can just use a virtual one (I’m doing this myself), and all the physical mail sent to your address gets scanned and forwarded to you as a PDF. Technically, you can request the actual physical copy too, but that usually comes with an extra fee.
