Proud to publish this piece from my former student, Illia Perehontsev, on The American Sunlight Project’s newsletter. He writes about how, “over the past fifteen years, Kremlin-connected lawyers have flooded the European Court of Human Rights with more than 9,000 copycat applications, transforming a human rights tribunal into an unwitting accomplice in one of the most sophisticated disinformation operations of the modern era.”

What struck me about Illia’s analysis is how familiar this tactic has become to the United States in such a short time; this sort of lawfare is being used by the MAGA movement to great success.

Until institutions develop immunity to this kind of abuse, Russia’s playbook will remain effective: convert lies into litigation, exploit neutrality as naivety, and transform human rights mechanisms into propaganda laundromats. The goal isn’t to win on merits – it’s to exploit due process as a force multiplier for information warfare.
