The rise of this sort ideology can be tracked exactly with the rise of large cities in our civilisation and the political victory of its classes;the bourgeoise and proletariat. Abstract urban life naturally leads to this sort of atomised, free (in the urban sense of having no ties to anything) existence. This claptrap that they come out with is just their way to rationalise it.
