In an interview with +972 Gazan analyst Muhammad Shehada said this about the Russia-China abstention:
Alaa Salama: But the resolution passed. A lot of voices thought that Russia would veto it. Russia did not veto it. Is this an international admission of being unable to stop the U.S. from deciding what’s happening in Gaza?
Muhammad Shehada: No, it’s rather another thing. You have Russia, China, and all of those Arab countries, and other countries that voted for it — I think Sierra Leone and others. Each one of them has its own interests, its own asks from the Trump administration. Each one of them would demand a bribe in return for throwing Gaza under the bus. That’s as simple as it is. I don’t think that The U.S. was unstoppable in that regard. Russia could have easily vetoed it and got away without consequences whatsoever. What can the U.S. do when Moscow is already buried underneath multiple layers of sanctions? China could have as well vetoed it, because you see the U.S. recently bowing down to China when it came to the soya beans, the tariffs, all of those negotiations, because it was hurting American farmers very severely. In that regard, the only logical explanation is that each one of those countries got something in return. It’s yet to be seen what that was.
