Interesting, it seems like the same language about "following research by the party center" actually appears in the Li Shangfu (mod.gov.cn/gfbw/qwfb/16…) and Miao Hua (mod.gov.cn/gfbw/xwfyr/j…) announcements. I had a little look at usage patterns of the "经党中央“ more generally--I think an alternative argument would be that using that formulation is intended to achieve legitimization by consensus, in order to minimize the factional fall-out of these sorts of actions.
