I think the representation bit will be used by political parties to fight elections. I am not sure how much of the pie is there to be distributed in welfare. Punjab govt finances are dire as you have mentioned in earlier posts. There is not much to go around. Hope you write about if, and how, Census data can improve the economy of Punjab. The economic and political decisions seem to be driven by 18% Jat Sikhs (land owners) and the SCs (32%) that depend on them for jobs. We need to reorient this towards industry.
