I was in the role of a career criminal investigator and the information in CCH was vital in determining if a person on trial was eligible for enhanced sentencing. Habitual offenders were eligible for sentencing reserved for higher degrees of crimes. We got to see how little prosecutors in our circuit cared about the public they served.
