Much analysis maps influence or assigns moral labels, but avoids the harder question of how a new settlement actually forms when the old one stops delivering.
In fragile political economies, where settlements are constantly forming and reforming, one thing I have noticed that seems to matter is the interaction between three capacities: the ability to understand the political dynamics, the ability for actors to collaborate across those dynamics, and governance pathways that allow new patterns to influence decisions.
Without that combination, the system often absorbs the effort and carries on behaving much as before.
