Did you know that Australia likely has the highest per capita concentration of "foresight" experts in the world and ALL of them deliberately avoided tackling this issue? I know this full well as I did one semester of my PhD there and subsequently quit in disgust. Thankfully, I was able to pursue my line of research here in Malaysia which addressed many of the systemic, risk-centric issues you raised.
