Cable networks (CNN, FOX, Etc) are not licensed news outlets. They are "entertainment networks." They are not subject to the same licensing rules for broadcast news as ABC, CBS and NBC. But all "public broadcast" networks under a Broadcast Licenese are subject to specific terms and conditions. They are obligated to air all official government addresses. ABC, CBS and NBC, along with NPR and PBS have been in violation of their licenses to operate for many years now.

President's of the United States have always had the power and right to command air time for public addresses, under Broadcast News Licensing.
