Because a large share of R&D spending consists of researchers’ salaries, and China's salary is still 1/7 of the U.S., so although China’s R&D expenditure as a share of GDP remains lower than that of the United States, its actual research output—including patents and top-tier academic papers—has already surpassed the United States in quantity. This is particularly evident in artificial intelligence, defense tech, biotech and space tech.
