An Open Letter to Human Rights Lawyers, Human Rights Organisations, Investigative Journalists, and International Litigation Professionals

To those dedicated to defending human rights, the rule of law, and democratic accountability,

I am writing to ask for your assistance.

Since early 2009, I have been subjected to what I describe as a sustained campaign of entrapment, physical and psychological torture, coercion, systematic persecution, social neutralisation, and containment, preceded by a period of undisclosed surveillance.

According to my account, these actions have been organised by the former head of the Norwegian National Security Authority (NSM) and the Norwegian Police Security Service (PST) through operatives connected to the former head of NSM and embedded within my workplace.

The entrapment operation, according to my account, was not an isolated incident. It formed part of a broader system intended to fabricate security narratives that justified the expansion of extrajudicial networks into religious and community groups, operating beyond normal legal safeguards and independent judicial scrutiny. These methods have included prolonged physical and psychological torture, coercive interrogations, social isolation, reputation attacks, manipulation of medical and other records, influence operations, and the systematic obstruction of legal remedies.

For many years, I have sought protection and accountability through domestic institutions, oversight bodies, legal channels, and international organisations.

Despite these efforts, I have been unable to obtain an independent examination of the evidence or an impartial investigation into my case because of systematic interference.

I am not asking anyone to accept my account without scrutiny.

I am asking for independent examination.

If my account is inaccurate, an independent investigation should establish that. If it is accurate, the implications extend far beyond my individual circumstances. They concern torture, institutional accountability, democratic oversight, and the ability of the rule of law to function when allegations concern the very institutions entrusted with protecting it.

I respectfully seek assistance in the following areas.

1. Independent Istanbul Protocol Examination

I seek assistance in obtaining an independent medico-legal examination conducted in accordance with the Istanbul Protocol by experts entirely independent of the Norwegian authorities and any institutions connected with my case.

Such an examination is essential to document physical and psychological evidence, assess consistency with internationally recognised forensic standards, and preserve evidence for future legal proceedings.

2. International Criminal and Human Rights Litigation

I seek experienced international human rights lawyers willing to assess my documentation and advise on available legal avenues under international law.

This includes evaluating whether the evidence satisfies the legal and jurisdictional requirements for proceedings before the International Criminal Court or other competent international judicial or quasi-judicial mechanisms, as well as identifying any other appropriate international legal remedies.

3. Secure and Confidential Communication

Because I maintain that my communications have been subject to prolonged monitoring and interference, I seek assistance in establishing secure and confidential channels of communication with lawyers, journalists, investigators, and international organisations.

Independent legal representation cannot exist without confidential communication.

4. Access to United Nations Human Rights Mechanisms

I seek assistance in establishing secure and reliable communication with United Nations Special Rapporteurs, treaty bodies, and other United Nations human rights mechanisms so that evidence, documentation, and correspondence may be transmitted securely and without interference.

Professional guidance regarding submissions, evidentiary standards, procedural requirements, and any available protective measures would be invaluable.

5. Independent Review of Evidence

Over several years I have compiled a substantial body of documentation, chronology, correspondence, witness information, medical material, and analytical work relating to my case.

I respectfully request that qualified professionals review this material independently rather than relying solely upon institutional summaries or previous administrative conclusions.

Independent scrutiny is the foundation upon which justice depends.

6. Investigative Journalism

I invite investigative journalists to examine not only my individual case but also the broader institutional questions it raises.

The central issue is not merely whether one individual has suffered grave human rights violations. It is whether democratic societies possess effective mechanisms for independently investigating allegations when those allegations concern powerful state institutions themselves.

That question deserves careful public examination regardless of the conclusions ultimately reached.

My requests are straightforward.

* An independent Istanbul Protocol examination.

* Independent legal assessment by experienced international practitioners.

* Secure and confidential communication.

* Assistance in obtaining effective access to United Nations Special Rapporteurs and other human rights mechanisms.

* Independent review of my evidence.

* Serious investigative scrutiny by journalists committed to accountability.

Justice does not depend upon unquestioning belief.

It depends upon the willingness to examine evidence independently, to investigate without prejudice, and to ensure that no institution stands beyond meaningful scrutiny.
