It's not difficult to find and read the measles package insert which clearly (by absence) indicates that the measles vaccine was never tested with regards to transmission of the virus and the disease. The clinical studies only measured the immune system effects on individuals. There may have been an assumption that the measurements taken indicate it will stop transmission - but actual effects on disease transmission have never been tested.
