Regarding the Qiushi piece, it seems hard to separate rhetoric from actual belief. Rhetoric is used to inspire confidence, including among the Communist Party rank and file, which is what Qiushi is trying to do here.

What the top leadership really thinks (e.g. Xi) will never be printed out. So I think we can't read too much into what Qiushi says
