The HB23-1105 H.O.A. Homeowners Rights Task Farce consists of 3 groups of members:

• ex-officio members

• members appointed by the Speaker of the Colorado House of Representatives

• members appointed by the Governor of Colorado

The Task Farce is part of DORA - the Department of Regulatory Agencies.

The statutory deadline for appointments was August 01 2023.

At this time, we have not received all the appointments, but have received some of the appointments.

As of today, August 30 2023, DORA still has not received the appointments from Governor Jared Polis.

Thank you for your Colorado Open Records Act ("CORA") request which was submitted to the attention of Director Salazar on Tuesday. It was forwarded to my attention in the Division of Real Estate to provide a response. My name is David Donnelly and I am the Manager of the Education, Communication, and Policy Program in the Division of Real Estate. This program oversees both CORA requests received by the Division and the HOA Information & Resource Center. Since your request pertains to both, I hope to be able to assist you.

The Department of Regulatory Agencies and the Division of Real Estate are currently in the planning stages for the HOA Homeowners' Rights Task Force, as well as the Metropolitan District Homeowners' Rights Task Force, which were created by HB23-1105. You can review the text of the bill here: HB23-1105.

At this time, we have not received all the appointments, but have received some of the appointments. The appointments that have been made can be found below:

The Division remains committed to sharing the information with the public as soon as the information is available. Accordingly, I have two suggestions for you.

1. To stay up to date with the HOA Homeowners' Rights Task Force, you might consider signing up for the HOA Today emails. The HOA Center keeps these emails to a minimum, usually pertaining to HOA advisories and information on upcoming HOA Forums to avoid email fatigue, but this resource will be used to keep the public informed as task force information becomes available.

To sign up, if you have not already done so, you may visit the HOA Information & Resource Center's website. If you scroll down to the bottom of the page there, on the right hand side, you will find a section entitled "Sign up for HOA Today." You can enter your email address there.

2. The Division has recently released information on a participation tool which I encourage you to visit. Although the HOA Information & Resource Center previously provided you information on this tool, I wanted to provide it to you again now. You can visit the HOA Homeowners' Rights Task Force engagement tool here:

When the remaining appointments have been made, the Division will post the appointment information on the Engagement website.
