just to be clear, I am agreeing with your consistency (vs the frankly shambolic display by the policy makers, the EU ones in particular...the sanctions are insulting but not in the way they foolishly think), but not, I am afraid, on matter of evidence and burden of proof, given the charge and the NECESSARY consequences that will affect all of us, many of whom would perish, should it stand, I think (but I could be misreading your wording).
The approach that "it s up to the guilty to prove their innocence, wink, wink" is too decidedly Soviet/Red China-esque to support, especially when its consequences are so serious. We are talking Genocide and Systemic Rape here.
