Important news from home: the military can now summon men to appear at their local military office — whether to be drafted into the war or simply to “check papers” — digitally. One doesn’t have to actually receive and read the message for it to be considered delivered. Once such a summons is issued, its recipient is automatically barred from leaving the country until they report to the conscription office.
If they fail to do so in 20 days, they will also be prohibited from driving vehicles, buying or selling real estate, and applying for loans.
So, hypothetically, the entire male population can be locked inside of Russia with a push of a button.
