Competition between China and the United States will take place if either party initiates it. China has in fact initiated competition and therefore we will respond. And maybe vice versa. Both parties would like to tone the completion down but on their own terms. Neither party can accept the other's idea. So competition will continue. What these people are talking about is where and in what form the competition will take and how intensive it will be. Not at all the same thing.
