Close but not quite right. To Xi "law" means a commandment by proper authority which is always him or the Party. He takes both as identical. In Classic Western political culture Law means a rule of general application to everyone even the personwho propounded it. Hence the Legalist philophers of the late Chou and Han dynasties are believers in bureaucrratic despostism. Xi zapproves and makes no secret of it. He praises Han Fei (who sounds to me exactly like Screwtape in Burton Watson's translation.) Whereas in the West "law" means almost the exact opposite. Love is another word like Law. There is a wonderful poem by Auden called "Law Like Love" that makes the point. Joseph Levie
