That relies on the ukrainians actually sending some of it to the front, and not selling it to Iran, China, Russia et cetera. I think the report the US State Department (?) did last year spoke about maybe as much as 40% of donated money and materiel making it to the intended target. Tangentially, that's actually almost unprecedented high for foreign aid.
