German PM Schulz:
European Council is more important than ever before:
-Justice over political gain.
-Power must be bound by rules
-All citizens are equal in rights and duties
-freedom and human rights must be safeguarded across Europe, and the decisions of the Human Rights Court implemented
Schulz says we must not submit to Putin’s imperialism, but support Ukraine on their democratic pathway to Europe, as a part of Europe. The council can play a role in creating a register of damages, which they want to create on this summit. They also see a future for Ukraine, Moldova, Georgia, and the Balkan states to join Europe, but also for Russia and Belarus, once they also support a peaceful future, “however unlikely that may seem today”.
