My, British, understanding is that radar was installed just before Pearl Harbour was attacked, saw the Japanese planes but was told to ignore as they were only US trainers.

Also that FDR was told by UK that it was coming and he ignored it, officially. Though maybe that is why none of the aircraft carriers were in port when the attack happened.
