[EDIT 16-10: While it seemed to me that this document could so easily be faked I’m starting to wonder. While there may be a couple of seeming anomalies it doesn’t seem to display the typical Revelation of the Method clues everywhere you turn which is the usual MO, for example, the actual items in the plan seem quite reasonable. Was Operation Northwoods just an intelligence fabrication made for release whenever it suited which happened to be 6 November 1998? I think it might have been part of the setup for the anticipated disbelievers of 9/11 just as the PNAC document was (and also acted as predictive programming).

The document comprises 9 “items” making a total of 15 pages headed as follows:

1. At their meeting on 18 March 1962, the Joint Chiefs of Staff approved the recommendations in paragraph 8 of JCS 1969/321.

2. In that the Commandant had expressed direct concern of the Marine Corps in this matter the provisions of Title 10, US Code 141 (6), applied and were followed.

3. This decision now becomes a part and shall be attached as the top sheet of JCS 1969/321

There’s additional text before and after the Annex. It starts on Page 7 of the pdf, missing the Note at the top.

OBSERVATIONS:

1. It's stamped both Top Secret (crossed out) but then later (presumably) stamped Unclassified when you'd expect it to be stamped Declassified indicating it was once Classified information.

2. Enclosure A (p4) is simply a Memorandum with no heading Enclosure A (Enclosure A is just indicated at the bottom of the page) then there's Appendix to Enclosure A and also an Annex to Appendix to Enclosure A which all seems a bit strange.

3. There's Task 33c mentioned (333) in No. 1 of the Annex (pg 7) but no sense of what this task refers to.

4. There are a few facts listed in Item 9, Enclosure B - it seems like overkill to call this an enclosure.

5. It seems rather all over the place and is hard to make sense of as a whole.

6. My feeling is that they would NEVER in a million years reveal this kind of plan if it were real regardless of whether it was implemented or not.
