That means the organizations waiting for "clarity before they act" just got a deadline. Whatever emerges from trilogue will reshape the enforcement architecture - classification thresholds, SME provisions, innovation sandbox rules - and it will move fast once the political handshake is done.

April 28 is less than five weeks away. The compliance programs that weren't built by then won't be retrofitted in time.
