It’s not that the users aren’t aware of the limitations. It’s an arms race at an ever-accelerating speed, and governments are afraid to be left behind, and therefore vulnerable. As a result, they screw up – and the screw-ups get bigger and more destructive.

AI doesn’t originate these things, but it does magnify human tendencies (like bigotry and sexism) and mistakes.

At the end of the day, we are the problem, not the machines.
