What he says is important, but will have little impact. What he doesn't say is devastating.

He doesn't announce that he's deploying the National Guard. That means that he either knows (has been told) or suspects the Guard wouldn't fight against ICE.

So, either he isn't confident enough to deploy the Guard, or he knows he’s powerless to make them do their jobs.

Either way, this is really bad news.
