But once something enters procurement inside our Military and Government:

Suddenly, budgets attach, contractors attach, maintenance attaches, supply chains attach, military planning attaches.

That's where institutional inertia begins, especially inside this Federal Government. We are not talking “Just AI” “Not Just Biotech” not “Just quantum AI” we are talking fully integrated into arteries of the actual funding mechanisms across the Federal Government in every military sector.
