That's how politics works.

Politicians can't bring themselves to say 'we made a mistake', so instead they say 'we were right and the only reason it didn't work is because you didn't do it properly. So we're going to do more of it and this time you're going to comply'.

Politicians always do this. The surprise is that people never seem to realise.
