Once again I am struck by how fluid and improvisatory the polis is in Hannah Arendt’s political philosophy. Time and again she refuses to identify politics with the bureaucracy or mechanisms of the state. Politics, she writes, is “the organization of the people as it arises out of acting and speaking together…no matter where they happen to be.”
