It seems many of the planned data centers have been shelved indefinitely. Electrical parts such as transformers, transducers & such must come from China. The electrical grid hasn't been updated in more than 50 years. It takes time, know-how & the proper parts to do it. Yes, I'm aware that some are being built, but by whom? Who knows construction these days? I'm not kidding! Pouring a concrete slab or wall might look easy to someone who's never done it. But if that wall stays standing after a year or two depends on the ones who actually constructed it & the ones who planned the specs to begin with. I'm not saying your ideas are wrong. Most definitely everything you say for communities & individuals to do is correct & useful if one of these "centers" is being suggested locally. But we also need to know that the USA is not at all what it was. Manufacturing is almost nil, nearly everything is imported, skilled labor is at an all time low.
