Interesting. I think it would require humans of high moral standing (and a certain kind of old quality called Valor) for that to be possible. They are in decline in our times it seems. When morality and ethics are high, this kind of system you propose will seek itself I think. It will find itself in people and will materialize in the world. Any active seeking of it from a mental plane will end up in power structures that corrupt imo. Seeking this from the mind will never end well. Seeking from the heart will bring forth this energy without having to "find of plan or order things around". And yet, seeking when the yugas are not made for it at a given time (if spiralling downward), won't make it materialize any faster. A lot of things have to come together in the environment for this energy to be born in humans again.
