SCR102 authorizes the Legislative Council to appoint a committee to study the State of Idaho's response to the COVID-19 pandemic.

Idaho's COVID pandemic response was a massively expensive and wide-ranging effort that affected every Idahoan.

It's crucial to examine what went right and what went wrong before, during, and after the event. And it's crucial to determine whether the United States Constitution, the Constitution of the State of Idaho, or state statutes were violated or circumvented resulting in the infringement of the constitutional rights of the citizens of Idaho.

Just as medicine conducts Morbidity and Mortality Conferences and the military conducts After Action Reports, the State of Idaho should do the same. Senator Foreman's reasonable suggestion to study Idaho's response to the COVID crises is the best way for Idaho to evaluate its past actions and improve them for the future.
