Medicaid Expansion is another example (like Ranked Choice Voting) of misleading ballot initiatives that become law and end up costing an unexpected arm and leg.

The Medicaid behemoth grows in size, scope, and spending, while increasing dependence on government, reducing incentives to provide quality care, and forcing private competitors out of the market. Medicaid and Medicaid expansion are among the largest and most expensive government programs and among the largest ongoing drivers of federal debt.

  • About 90% of Idaho’s Medicaid comes from federal dollars.

  • As Medicaid grows, federal dollars become a growing share of Idaho’s budget.

  • Federal dollars come with strings that require Idaho to comply with policies and priorities that may not match Idaho’s values and best interests.

  • Idaho’s Medicaid expansion costs more than tripled, increasing from $403 million in FY21 to over $1.36 billion estimated for FY26.

Medicaid (and Medicare) generally offer substandard care due to government imposed “standards of care” rules and low reimbursement rates for doctors and hospitals.

What’s more, the Medicaid program lies far outside the enumerated powers granted to the federal government in Article I, Section 8 of the US Constitution.

House Bill 58 would repeal Medicaid Expansion in Idaho.

Why we support this repeal:

  1. Reduces the size and scope of the Medicaid program.

  2. Encourages participants to work, to obtain insurance, and to reduce dependency on other government programs like food stamps.

  3. Strengthens and improves the private healthcare sector.

  4. Could lead to SIGNIFICANTLY better healthcare outcomes not controlled by government designed “standards of care” -- health care vs. sick care. (COVID hospital treatments shined a bright light on why we must reduce governmental influence on health care.)

  5. Reduces redistribution of wealth that occurs when taxpayers and government debt fund welfare programs.

  6. Could save about $18 billion in state and federal spending over the next decade.

  7. Reduces skyrocketing federal debt that mortgages future generations, all to subsidize this generation's unsustainable consumption.

  8. Helps reverse federal expansion outside the US Constitution’s enumerated powers.

  9. Significantly reduces Idaho's dependence on federal government and the strings attached to this dependence.
