The Commission on Federal Election Reform declared "absentee ballots remain the largest source of potential voter fraud." Judicial Watch investigations confirm this as well.

The use of absentee ballots has skyrocketed in Idaho and America. Such ballots are a leading cause of election fraud in our country. Yes, absentee (mail-in) ballots are convenient, but we must not sacrifice secure, free, and fair elections for “convenience.”

H0139 eliminates no-excuse absentee ballots in Idaho, while preserving the rights of those unable to vote in person because of reasons beyond their control. The bill provides the following valid excuses for requesting and voting by absentee ballot:

• Active service with the US armed forces;

• Illness, disability, or hospitalization;

• Must work or attend university;

• Out of the county on a religious mission;

• Occupying a second home or residence outside the county;

• Age sixty-five (65) or older;

• Lives in a mail ballot precinct pursuant to section 34-308, Idaho Code.

Under H0139, electors (aka “voters”) may request a blank absentee ballot application, which may be made available online. No government official or other entity may send an absentee ballot application directly to any elector EXCEPT upon the elector’s direct request. The elector must fill in the application him or herself, and it must specify one of the above circumstances that require the use of an absentee ballot.

NOTE: The initial purpose of absentee voting was to help those who were physically unable to vote for reasons beyond their control: physical infirmity, illness, work restrictions, and so on. Such ballots never were intended for “convenience.” Broadening the use of absentee ballots – which became almost universal during the COVID era – can lead to voter fraud. While mail-in voter fraud was widely denied and suppressed, especially after the 2020 elections, investigations and prosecutions for such fraud have been trickling in. We expect many more investigations and prosecutions under the Trump administration’s Department of Justice.
