As long-time volunteers for Humane Society, House Rabbit Society, and Rabbit Advocates nonprofits, we know how important it is to place unwanted pets into loving adoptive homes. Getting a pet ready for adoption takes time and money to feed, house, medically treat, socialize, and publicize animals for adoption. Taxing the adoption fees reduces the funds available to rescue organizations and humane societies and discourages adoption. The result: More animals could be killed by euthanasia or receive substandard care before adoption.
H0263 will treat fees charged by nonprofit animal rescue organizations as service fees rather than sales of tangible personal property. (These animals are NOT being sold, therefore should not be considered as property.)
Specifics:
Exempts adoption and rescue fees from sales and use taxes, including costs associated with an animal's care, feeding, housing, and transportation.
Reduces financial barriers to animal adoption.
Supports nonprofit animal rescue efforts by providing a tax-related benefit to organizations working to find homes for animals.
