No it absolutely should not. I’ve been building highways and bridges for over 16 years. One of my Masters Degrees specialized in traffic and transportation. Bottlenecks and bad drivers cause traffic. Poor merging lanes and highway design cause traffic. Irregular road maintenance causes traffic.
The answer to everything is not public transportation. The current job I’m on now is a public transit railroad and I can promise you, they are not as efficient as you may think they are.
