There's an idea in 4X games, my favorite being Sid Meier’s Civilization, where you can either build your civilization “wide” or “tall” and each civilization has its own way of playing and way of building out in either of those two styles.

The way you're supposed to play as the Aztecs in Civ 6 is insane to think about.
