India's battery industry assembles packs. It does not make cells.
178 GWh of announced capacity sounds like progress. But separate cell production from pack assembly and the picture changes.
Commissioned cell capacity as of October 2025: 1.4 GWh. One company. One facility.
Pack assembly means importing finished cells from China, Korea, and Japan, then putting them into modules and packs. That captures 25-30% of the value chain. The other 70-75% stays abroad.
Counting assembly as manufacturing is how 1.4 GWh becomes 178 GWh in a government press release.
