A populist movement, by contrast, forfeits something fundamental once it has governed. It is a lot harder to campaign against elites once you have exercised power, since opponents can now plausibly argue that you have become part of the system you formerly opposed. This creates a self-reinforcing cycle, in which new populist movements emerge against the former populists. The logic that once propelled them upward now turns against them.
