It is clearly problematic that this guidance applies to part time judges who also practice as lawyers. There are a LOT of people who fall in to this category, who sit particularly in the vital lower echelons of the tribunal and court structure. The guidance seems to have been written by someone from the pre-digital age with no real understanding of — or at least no sympathy with — modern practice or legal culture.
