The TikTok controversy should trigger two legislative initiatives.

1) Prohibit Un-enforcement of Anti-Trust Laws. An American company would have won the hearts of Americans, instead of TikTok, if Anti-Trust laws had been enforced to prevent Facebook from buying Instagram. This has had a chilling effect on investment in American Social media competitors.

2) Narrow the scope of Social Media company exemption from liability (Section 230 of The 1996 Communication Decency Act). They should be liable for accepting payment from Foreign governments to accelerate the amplification of militarized messaging or not securing technology to prevent Foreign government hacks to influence elections. To balance for their natural inclination to over-correction, they should also be liable for censoring or de-amplifying unpaid user content that flags harmful content or is intended to be helpful to other users.
