An interesting comment re the bullying. You probably have a really good point.

Nobody can say anything that “offends” anybody else. Well, unless you are a cross-dressing giant-boob-wearing student or teacher… then, it matters not that YOUR appearance and demeanor offend half of the student body. Or if your daughter’s teacher suggests that because she likes to wear short hair and ride mountain bikes or hike and fish and camp that maybe she is really a boy, and your daughter takes offense. Well, THAT kind of bullying is now okay, I guess.
