• The Institution: Headquartered in Wuhan, Hubei Province, the Naval University of Engineering (海军工程大学) is one of the PLA's premier comprehensive military universities, serving as a primary hub for naval engineering, warship propulsion systems, and advanced maritime hardware research.

• The Recipient: Professor Yang Zichun serves as the Deputy Director, Professor, and Ph.D. Supervisor of the Steam Power Research and Teaching Office at the College of Naval Architecture and Power. His department is critical to the development, maintenance, and technological advancement of steam propulsion plants utilized in major PLA Navy surface combatants, including China's aircraft carrier program.
