A plan is a document.

A capability is something your team can actually execute under pressure, with incomplete information, at 3 am.

The only way to build a capability is to practice.

Tabletop exercises. Simulation tests. Parallel tests.

Not because regulators require it.

Because the first time you execute a plan under real conditions should not be during a real incident.
