We all are now living in a surveillance state. Even ordinary citizens know that and behave accordingly. For example: Musk recently stated in an interview that, based on cell phone data, there were a lot fewer people at a rally than was reported in the media. Many people who participated didn't bring their cell phones to that rally for that very reason.
