Phones are definitely a big distraction in schools but the amount of technology being used for "educational" purposes is a huge part of the problem as well. Since many schools have moved to 1:1 model, kids are spending way more time staring at screens during the day and their attention is constantly being diverted to other non-educational sites. Plus, the research that all this edtech supports learning is very weak, and there is even more evidence it causes harm.
