Duke Mu of Qin秦穆公 (r. 659–621 BC), named Ying Renhao赢任好, was a prominent statesman during the Spring and Autumn period and the ninth ruler of the state of Qin秦.
After ascending the throne, Duke Mu ransomed the talented official Baili Xi百里奚 from Chu and entrusted him with state affairs. Following Baili Xi's advice, he appointed Jian Shu蹇叔 as Senior Minister and secretly employed Pi Bao丕豹, a fugitive from State Jin晋.
During his reign, Duke Mu demonstrated shrewd judgment and adaptability. Domestically, he appointed capable officials to strengthen Qin's development. In foreign policy, he prioritized diplomacy—maintaining generally peaceful relations with Jin while expanding westward. He subdued twelve nomadic states, expanded Qin's territory by thousands of miles, and established hegemony over the Western nomadic peoples. For these achievements, King of Zhou周 awarded him golden drums, recognizing Duke Mu as one of the hegemons of the Spring and Autumn period.
